Human Resources Director/Payroll Administrator

Starting Salary: $35,000 - $45,000
Closing Date: August 4, 2017

Summary: Administers policies relating to all phases of human resources activity and payroll administration by performing the following duties. Other duties may be assigned.

Human Resources
Maintains knowledge of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance to include, without limitation, Civil Rights Act, Fair Labor Standards Act, Americans with Disabilities Act and any other federal or state employment-related directives related to personnel activities. Performs duties of the Equal Employment Opportunity Officer to include investigation of complaints and findings concerning violations of civil rights, discrimination, and retaliation against those making such complaints. Prepares and recommends changes to the City’s Personnel Policies. Recruits, interviews, tests, and aids in the hiring of employees to fill vacant positions. Plans and conducts new employee orientation to foster positive attitude toward company goals. Oversees training for all personnel regarding city personnel policies and procedures. Keeps records of benefit plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for government reporting. Trains supervisors in interviewing, hiring, terminations, promotions, performance review, and sexual harassment. Advises management in appropriate resolution of employee relations issues. Responds to inquiries regarding policies, procedures, and programs. Administers performance review program to ensure effectiveness, compliance, and equity within organization. Administers salary administration program to ensure compliance and equity within organization. Administers benefit programs such as life, health, dental and disability insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance. Investigates accidents and prepares reports for insurance carrier. When directed, conducts wage surveys within labor market to determine competitive wage rate. Prepares employee separation notices and other related documentation. Conducts exit interviews to determine reasons behind separations. Assists with gathering information necessary for OPEB calculation. Oversees reporting responsibilities related to ACA reporting. Additional responsibilities that may be assigned.

Collects, reviews, and audits employee time cards to be used in compiling payroll bi-weekly. Compiles payroll data from time cards and other records. Prepares computer input forms, enters data into computer files, computes wages and deductions, and posts to payroll records. Records changes affecting net wages such as exemptions, insurance coverage, voluntary deductions, and garnishments for each employee to update master payroll records. Prepares all wage tax deposit requirements for all payrolls, including per period, monthly, quarterly, and annually for all federal and state tax requirements. Prepares and responds to all payroll correspondence including employment verification, unemployment claims, and retirement audits. Maintains payroll files in an orderly and precise manner. Maintains void and manual check file with supporting documentation. Assists employees with payroll related questions. Notifies Treasurer of payroll total for fund transfer. Prepares W-2's and other end of year payroll tax filing forms. Prepares documents for ACA reporting. Maintains direct deposit information for employees. Reconciles withholdings to general ledger liability accounts.

Employee Leave
Coordinates and verifies sick, vacation, holiday and compensatory time with department representatives, ensures time is valid and paid accurately. Assists employees with leave related questions. Generates reports for all leave accrual balances through the payroll system. Prepares leave accrual computations and any other documentation requested by the City's external auditors.

Administrative Duties
Replies to verbal and written verification of employment requests in a timely manner. Ensures that employees state retirement benefits information is accurate by maintaining and updating records and submits to RSA. Ensures that matching funds for the city employees' state retirement benefits are accurate and current. Ensures that payment is requested and submitted to the appropriate agency for employee benefits. Processes garnishments and court ordered payroll deductions and maintains records for each employee. Prepares checks for payroll deductions including garnishments, child support and benefits. Ensures payments are made in a timely manner. Answers telephone in a courteous manner; transfers calls and takes messages. Prepares memos, reports, and other documents as required. Follows all local, state, and federal laws relating to record keeping requirements and compliance issues. Communicates issues with accounting software with vendors. Assists in the reconciliation of some bank accounts. Assists with open enrollment of employee benefits. Assists with gathering information necessary for OPEB calculation. Provide information needed for workers compensation calculation. Assists external auditors with payroll information. Willingly performs other related duties.

Must have a degree in Human Resources with two years of experience.
Must have two years of experience in payroll administration and accounting to include processing of taxes.
Must have knowledge of laws and regulations pertaining to personnel and payroll administration.
Must be a U.S. Citizen.
Must be able to be bonded.
Must be willing to comply with all City of Millbrook policies and procedures.
