Building Department

The City of Millbrook Building Department is responsible for the permitting and inspection of residential and commercial construction throughout the city and its police jurisdiction as required by the International Building Codes. The City’s Building Official enforces building codes and all related codes as required by City of Millbrook Ordinances.

The City of Millbrook has adopted the International Code Series as noted below and referenced in Chapter 14 of the Millbrook, Alabama Code of Ordinances adopted through Ordinance No. 20-05, enacted June 9th, 2020  and all related Ordinances adopted, but not yet codified.

  • 2015 International Plumbing Code
  • 2018 National Fire Code/NFPA 101
  • 2015 International Mechanical Code
  • 2015 International Gas Code
  • 2015 International Swimming Pool Code
  • 2015 International Residential Code
  • 2017 National Electrical Code/NFPA 70

Should any of the above-adopted codes have a minimum requirement that is in conflict, the more restrictive requirement will prevail and will be required.

PERMIT PROCESS

The City of Millbrook requires a permit for various construction work done within the Millbrook city limits and Millbrook’s police jurisdiction. They include: Residential Building Permit, Commercial Building Permit, Electrical Permit, Plumbing Permit, Mechanical Permit, Sign Permit, and Swimming Pool Permit. The Building Permit Application must be completed and submitted by a state licensed general contractor.

RESIDENTIAL BUILDINGS

Residential buildings include new one and two-family homes, additions, accessory structures (outbuildings), and fences. The permit process consists of a review of the building plans, a building inspection and Certificate of Occupancy.
  • The Owner/Developer shall submit one complete set of plans to the Building Department that includes: foundation, floor plan, electrical, plumbing and mechanical drawings.
  • Plans are reviewed by the Building Department, Fire Department and Zoning Administrator.
  • Construction plans require final approval by the City’s Building Official.
  • An inspection of the building must be conducted before it can be permanently occupied. To schedule an inspection, call the Millbrook City Hall at 334-285-6428.

COMMERCIAL BUILDINGS

Commercial buildings include buildings used for commercial purposes such as office buildings, warehouses and retail buildings. Commercial buildings also include industrial and multi-family residential housing, such as apartments.

  • The Owner/Developer shall submit two complete set of plans to the Building Department that includes: foundation, floor plan, electrical, plumbing and mechanical drawings.
  • Plans are reviewed by the Building Department, Fire Department and Zoning Administrator.
  • Construction plans require final approval by the City’s Building Official.

PERMIT FEES

Fees are charged on all buildings, structures, electrical, plumbing and mechanical systems or alterations requiring a permit. Please call the Millbrook City Hall at 334-285-6428 to obtain a permit fee schedule.

INSPECTIONS

All building, electrical, plumbing, mechanical, fuel gas and zoning inspections are scheduled through the Building Department.

NUISANCES

The Building Department provides the enforcement for all nuisance complaints and can investigate violations dealing with the City of Millbrook codes that govern: illegal dumping, nuisances such as junk vehicles and overgrown lots, housing standards, and trash cans. The City’s Building Official is responsible for the enforcement of municipal and technical codes. Some of the items handled by the Building Department also include construction projects without a permit and demolition of substandard and/or dangerous structures.
